Michael Scrivner and Pete Leon have more than 50 years of combined experience as Congressional staffers and government relations professionals. They provide strategic counsel and inside information to clients regarding legislation, policy objectives, politics and process. They work to educate Members of Congress, their staff and Administration officials about the views and policy priorities of their clients. Mike and Pete focus on the areas of energy, environment, health care, tax, technology, and telecommunications.

Energy and Environment

The energy industry is subject to more regulation than ever and much of it is concerned with the environment. SL Group has advocated for Fortune 5 oil companies, electric utilities, a natural gas pipeline company and a pipeline trade association. We are experienced and well-versed in the issues, politics and processes in these matters and have also lobbied other significant energy related issues including trade and international matters and most recently, the successful effort to lift the oil export ban.

Education

Institutions of higher education and professional schools are heavily impacted by federal regulations. SL Group has lobbied for two major state universities and was recently successful in helping a Florida-based trade school build key Congressional support so that it could navigate its way through the federal regulatory process and continue in operation.

Health Care

Health Care represents more than 17% of the GDP of the United States and regulatory or legislative changes can have a huge financial impact on a business. Our clients have included major pharmaceutical and bio-pharmaceutical companies, a leading drug wholesale and distribution firm, an innovative diagnostic testing company and a coalition of major hospitals. SL Group has worked with our clients on Medicare/Medicaid reimbursement rates and pharmaceutical patent law issues.

Tax

Tax policy affects every person and business in the country. All of our clients at one time or another have engaged us to lobby on tax issues. Our work includes advocating on bonus depreciation, corporate tax rates, online sales tax collection and repatriation of foreign profits.

Technology and E-Commerce

Technological innovation moves much faster than the policy process in Washington. SL Group works to educate Congress about new and emerging technologies that may challenge or not fit into the framework of existing law and regulation. Our clients include the leading wireless chipset maker, a major online retailer, and one of the original architects of the nation’s communications system. We have also worked with Silicon Valley startups to introduce new technologies and products to policymakers.

Telecommunications

Congress last made major changes to our nation’s communications law in 1996 and policymakers are currently reviewing the need for major changes. SL Group's clients include cable and broadcast companies, wireless chip manufacturers, and companies involved in the IP transition. We work with our clients to advocate updating the nation’s laws and regulations to promote broadband deployment, spectrum efficiency, smart cities, vehicle-to-vehicle infrastructure, cable in the classroom, and much more.


Michael Scrivner

Michael Scrivner provides clients with the benefits of more than three decades of Washington experience, first as a senior advisor to two Members of Congress, and for the past twenty-three years as a government relations professional.

Prior to Scrivner Leon Group, Mr. Scrivner was a Senior Vice President of the advocacy team at Levick Strategic Communications and before that at Dow Lohnes Government Strategies. Previously, he was managing partner at Lent Scrivner & Roth, a government relations firm he co-founded in 1993.

Mr. Scrivner began his fifteen years of Congressional service in 1978 when he joined the staff of the late Rep. John J. Duncan, Sr. (R-Tennessee) as legislative assistant and press secretary. He assisted Rep. Duncan, a senior member of the House Ways and Means Committee, with tax and health care issues. Mr. Scrivner also served as Rep. Duncan’s key staffer in the successful effort to exempt the Tennessee Valley Authority’s Tellico Dam from coverage under the Endangered Species Act. This fight over the fate of the snail darter was the major environmental battle of the Carter Administration, and it ended in 1980 when the dam went into operation.

In 1981, Mr. Scrivner went to work as legislative director for the late Rep. Norman F. Lent (R-New York), a senior member of the Committee on Energy and Commerce, advising him on energy, environmental, transportation, and commerce issues. In 1985, Mr. Scrivner became Chief of Staff for Rep. Lent and added staff supervision to his duties while remaining actively involved in legislative issues. When Rep. Lent became Ranking Republican of the full Committee on Energy and Commerce in 1986, Mr. Scrivner worked as his primary liaison and coordinator with the Committee staff, addressing a broad range of issues including major energy legislation, the Clean Air Act, Superfund, RCRA, legislation affecting the insurance and securities industries, telecommunications, health care, and transportation.

Upon Rep. Lent’s retirement from Congress in 1993, he and Mr. Scrivner established the lobbying firm Lent & Scrivner, which later became Lent Scrivner & Roth. Mr. Scrivner and his colleagues specialized in strategic counsel and advocacy for major corporations, trade and professional associations, non-profits, and colleges and universities, on a broad range of issues including energy and the environment, health care and pharmaceuticals, transportation, financial services, education, telecommunications, and e-commerce.

Pete Leon

Pete Leon draws upon more than 20 years of professional political and policy experience to provide clients with strategic counsel and lobbying services.

Prior to forming Scrivner Leon Group, he served as Vice President at LEVICK Strategic Communications, as well as Dow Lohnes Government Relations and Lent, Scrivner and Roth. Mr. Leon also worked for COMPTEL (now known as INCOMPAS) and the American Association of Engineering Societies. In his role as a government relations professional, he has worked on issues of technology and telecommunications, online sales tax, energy and environment, Medicare/Medicaid reimbursement rates, and education issues.

Mr. Leon worked as a staffer in the House of Representatives for 10 years for four members. He rose to the senior staff position of Legislative Director for Rep. Eliot Engel (D-NY) who is now the Ranking Democrat on the House Foreign Affairs Committee and a senior member of the House Energy and Commerce Committee. Mr. Leon also worked for Rep. Mike Forbes (D-NY), Rep. Joe Kennedy (D-MA) and Rep. Nancy Pelosi (D-CA). During his tenure on the Hill, he initiated legislative proposals that became the basis of the FirstNet - the nationwide data network for First Responders, the expedited clean-up of Brookhaven National Lab and an international agreement to combat child slavery in the cocoa fields of West Africa.
